Welcome to the 1st ENWAP (ENvironment telematics for Water and Air Pollution
management) Newsletter of 1997 provided by the ENWAP Expert Group to present
our new activity
ENWAP - USER FORUM
The ENWAP (ENvironment telematics for Water
Air Pollution management) -User Forum is a specific activity of the ANIMATE
project, a support action in the Environment Sector of the Telematics Applications
Programme. It aims to disseminate the results of Environment Telematics
projects (1994-1998) and other related projects in EU and CEE countries.
The user forum activity is designed to inform a wide audience of potential
users (notably non participants in EU Environment Telematics projects)
on developments and applications coming from the Environment Telematics
Projects (TAP EN).
The objectives of the user forum focuses on exchange of information
on issues such as common user requirements, Best Practices in air and water
pollution management, and to facilitate the exchange of know-how and experience
between actors from EU and CEE countries on those specific environmental
issues.
The user forum platform eases the uptake of the TAP EN 'end-products'
and foster future implementation of 'end-products'. The results of TAP
EN projects and of ENWAP expert group will be presented in a Conference,
exploring the opportunities for wide exploitation with new clusters of
users and their requirements.
The results of such activities will indicate innovative strategies
and tools for local/regional administrations to monitor the quality of
the environment, and to inform the citizen of the state and evolution of
the environment. The ENWAP user forum activity includes:

the expert work at and between group meetings
-
preparation of/and support to dissemination at specific Conference/s
The ENWAP-EG
The ENWAP Expert Group (EG) facilitates the
implementation of the overall objectives of ENWAP user forum activity.
The group consists of a number of experts (10-12) who represent users identified
as potentially interested on the EN project 'end-products', in the domain
of air and water pollution management. Thus behind each expert a broad
network of users are represented from the European Union and Central and
Eastern Europe countries such as : national and regional representatives,
local authorities, research institutes, NGO's organisations.
CEE countries such as Hungary, Czech Republic, Slovakia, Poland and
Estonia are represented in the ENWAP EG.
The general objective of the Expert Group is to ensure that the "end-
products" being developed by environment telematics demonstration projects
and other related projects attract interest of potential new users, is
of wide applicability and transferable to other countries and regions (in
the European Union and Central and Eastern Europe).
The transferability of these results to other sites will be a crucial
topic for the whole activity.
Therefore, specific tasks will be carried by the Expert Group, which will
help to achieve the ENWAP objectives:

identification and analysis of TAP EN demonstration projects or related
projects offering relevant applications, systems and sub-systems in air
and water pollution management and easily transferable to other sites;

identification of user requirements of external user groups derived from
various consultation processes;
-
identification of potential constraints or barriers (technical, legal,
organisational) which may exist when transferring results of TAP-EN projects
to other countries. Activities will include:
- definition of common user requirements,
- users identification
- analysis of user needs according to technical, economical and social
requirements.
- definition of initial system specifications and a basic list of common
technical and functional requirements;

elaboration of strategy and recommendations to overcome constraints identifications
(from arising needs of external user communities;

setting up a mechanism enabling the provision of feedback from the user
forum results to policy makers, industry and RT&D in the context of
future requirements and options for the Environment Telematics Programme
The ENWAP EG meetings
Already two meetings of the ENWAP Expert Group
have been taken place on the 23rd of May and on the 28th of July in Brussels.
The first meeting (kick-off meeting) was setting the scene of the ENWAP
Expert Group ensuring their commitment for the ENWAP user forum activity.
The second meeting, in July, has already tackled some of the main subjects
outlined in the ENWAP EG tasks.
At the meetings, speakers from TAP-EN projects and from the European
Commission were also invited to provide inputs and information related
to the work of the ENWAP EG.
As results of these two meetings two working documents have been elaborated.
They define a common structure for user typology as well as a standard
structure to describe specific TAP-EN Demonstration Projects.
More EG meetings are planned in the future : two in 1997 and two meetings
in 1998.
